Philippines Alleges China's Unauthorized Coral Harvesting in the West Philippine Sea

The Armed Forces of the Philippines (AFP), popularly known as the AFP, has expressed alarm about what they believe is unlawful coral harvesting at Rozul Reef in the West Philippine Sea (WPS).

 

Vice Admiral Alberto Carlos, Chief of the AFP's Western Command, revealed during a press briefing on September 16 that they would be increasing the military presence in the Philippines due to a sudden resurgence of Chinese vessels swarming the area and engaging in extensive coral harvesting.

 

He emphasized that their presence in the region had previously deterred such activities for a significant period.

 

Carlos stated their objective of maintaining a continuous military presence at 100% coverage throughout the entire year. However, he acknowledged that due to weather conditions and resource limitations, troops must periodically return to port for refueling and rest.

 

The AFP Chief expressed serious concerns about the suspected illegal coral harvesting within the zone, emphasizing that such actions violate the Philippines' sovereign rights, as the nation holds legitimate claims to resources within its exclusive economic zone (EEZ) in the West Philippine Sea.

 

In their absence, the Philippines dispatched divers to conduct an underwater survey, which revealed the complete destruction of the corals and the presence of debris.

 

While Carlos did not explicitly accuse China's vessels of coral harvesting, he noted specific indications suggesting such activities were occurring. He emphasized the paramount importance of safeguarding the sovereign rights of Filipinos and ensuring their access to resources within the EEZ.

 

The AFP intends to deploy additional assets and personnel to the West Philippine Sea to address this issue, although specific details regarding the number of personnel to be deployed were not provided.

 

China has been involved in the harassment and obstruction of vessels on resupply missions to Ayungin Shoal, particularly in August. The Philippine Coast Guard (PCG) drew attention to these incidents by publicizing China's harassment of Philippine vessels, including media coverage of resupply missions and footage documenting such confrontations.

 

In August, a resupply mission was thwarted when China's Coast Guard and maritime militia blocked and harassed PCG and AFP-commissioned vessels, using water cannons against them. Similar incidents occurred in late August and September, with Philippine boats encountering harassment from Chinese vessels.

 

Ayungin Shoal is located within the Philippines' EEZ, as confirmed by a 2016 ruling. China, however, has refused to acknowledge this ruling and continues to assert its expansive territorial claims with a 10-dash line encompassing the South China Sea.
