It aims for these technologies to represent at least 5% (and ideally 10%) of the energy used by international shipping by 2030. This transition would require the development and implementation of alternative fuels and energy sources, such as hydrogen, ammonia, and battery power.
 
The most notable target set by the IMO's revised strategy is the ambition to achieve net-zero GHG emissions from international shipping by or around 2050. This target aligns with the long-term temperature goal of the Paris Agreement to limit global warming to well below 2 degrees Celsius, preferably to 1.5 degrees Celsius. The strategy acknowledges the need to consider different national circumstances in achieving this target while urging concerted efforts to phase out GHG emissions from the shipping sector.
 
However, the IMO's adoption of the revised strategy has faced criticism from civil society groups and environmental advocates. They argue that the targets and measures outlined in the strategy fall short of what is necessary to effectively address the climate crisis. Specifically, concerns have been raised about the lack of science-based emission targets for 2030 and 2040, as well as the absence of a firm commitment to phase out all GHG emissions by 2050.
